The Packet Price Is Not the Number That Matters

Seed packet shrinkflation is uneven. Compare 2027 prices by seed, weight, germination, and plants wanted to find your real break-even cost.

Seed packet shrinkflation is not proven across the industry, but the value squeeze is real: one Shishito pepper packet rose 18%, from $5.55 to $6.55, while remaining at 1/64 ounce. The useful comparison is therefore not packet price alone. It is cost per seed, cost per unit weight, and ultimately the cost of buying enough seed for the number of plants you intend to grow.

That distinction changes the buying decision. A small packet can be cheapest for a short row even when its unit price is poor. Once the required quantity forces the purchase of a second small packet, a larger size can become cheaper immediately. The available evidence supports that break-even logic, but it does not supply the price and seed-count data needed to prove that every large or by-weight option cancels a 2027 increase.

How The Calculator Decides

For count-based packages, seed quantity is the stated count. For weight-based packages, estimated quantity is grams multiplied by seeds per gram. Expected viable seeds equal quantity multiplied by the germination percentage. The tool rounds required packages up to the next whole package, compares total purchase cost, and searches for the first plant target at which Option B costs less than Option A.

The Consensus Is Right About Small Gardens

The received wisdom is reasonable: seeds are often a small part of a garden budget, packets cost only a few dollars, and a home gardener who wants 10 or 12 plants may gain little from optimizing fractions of a cent per seed. Buying a larger package merely because its unit price is lower can waste money if the surplus is never planted.

That is where packet price remains useful. It measures the minimum checkout cost. If one $4.15 packet supplies the whole bed, a larger package has to beat $4.15 in actual use—not merely on a per-seed chart—to be the better purchase.

The consensus fails when it treats all packets as interchangeable or assumes that a difference of $1 or $2 cannot matter. Packet quantities, weights, germination rates, and format can differ. A low sticker price can require two packets for the planned row, while a higher-priced size covers it with one. At that point, the relevant number is the total cost of fulfilling the planting plan.

Documented Increases Reach 18% At The Same Weight

The strongest available comparisons involve Shishito pepper and Golden Yellow zinnia packets offered at unchanged stated weights in 2024 and 2026.

The Shishito increase is approximately 18%. The zinnia increase is approximately 11%. The source reports the same weights and the two years of prices.

These are direct price increases, not demonstrated shrinkflation. In both examples, the stated weight stayed constant. The source’s accessible text also does not identify the catalog company, which prevents a straightforward check of the original SKUs and price conditions. Two products cannot establish an industry-wide trend.

They do establish why the packet sticker is an incomplete measure. A $4.15 zinnia packet is about 11% more expensive than the earlier $3.75 packet for the same 1/32-ounce quantity. Whether an alternative size offers better value cannot be calculated without its price, weight and a dependable seeds-per-weight estimate. Those figures are not present in the supplied evidence, so a specific $4.15-versus-bulk break-even would be guesswork.

Reported Lower Minimums Do Not Prove Lower Average Contents

The clearest allegation of actual packet downsizing comes from a 2024 comparison by the creator Joyful Farmer. She reported that newer Baker Creek zinnia packets listed fewer seeds than packets purchased in 2020. She also reported that printed minimums on many packets had fallen, sometimes by half, while prices rose by approximately $0.50 to $1.50. Those observations are anecdotal rather than independently verified retailer records.

The same comparison supplies an important counterpoint. Counts of sampled unopened packets reportedly showed that retailers generally included more than the printed quantity. Sampled Baker Creek packets reportedly averaged more than twice the promised minimum.

A lower guarantee and lower actual contents are not the same finding. If an older packet guaranteed 50 seeds and a newer one guarantees 25, the printed minimum has fallen by half. Actual contents have fallen by half only if adequate counts from comparable lots demonstrate that decline.

The published material does not provide a complete packet-level dataset, exact sample sizes, a full variety list, or dated images and calculations for every comparison. It supports closer scrutiny of printed minimums. It does not establish that Baker Creek halved average contents across its catalog, much less that seed companies generally did so.

The accurate description depends on the evidence:

  • Unchanged quantity with a higher price is direct inflation.
  • Lower quantity without a proportional price reduction is shrinkflation.
  • A lower printed minimum is a reduced guarantee until actual contents are measured.
  • A different SKU or format may be product turnover rather than downsizing.

Shrinkflation Is A Unit-Price Test

The U.S. Government Accountability Office defines shrinkflation, or product downsizing, as a quantity reduction without a corresponding price decrease. Total price can remain unchanged or decline slightly while the unit price rises. The GAO examined selected household products rather than seeds, but its definition supports using unit price as the test.

Consider a packet that changes from 100 seeds at $4 to 80 seeds at $4. Its quantity falls 20%, but its price does not. Unit cost rises from 4 cents to 5 cents per seed, an increase of 25%.

If the 80-seed packet instead costs $3.20, both quantity and price have fallen 20%. It is a smaller packet, but its unit value is unchanged under this narrow test.

A packet that remains at 100 seeds while rising from $4 to $5 also reaches 5 cents per seed. The buyer experiences the same unit-cost increase, but the mechanism is direct inflation rather than shrinkflation.

Shipping, tax, promotions and free-shipping thresholds belong in a separate order-level comparison. They change the delivered cost but do not show that the packet itself was downsized.

The Break-Even Appears When Another Packet Is Required

Cost per seed identifies the more efficient package. Planned-plant cost identifies whether that efficiency matters for a particular garden.

The draft’s illustrative comparison uses 40 seeds for $3 and 80 seeds for $5. The first packet costs 7.5 cents per stated seed; the second costs 6.25 cents. At an assumed 85% germination rate—the same rate used in the draft’s viability example—they represent about 34 and 68 potentially viable seeds.

For up to 34 planned plants, one small packet costs $3 and wins at checkout. At 35 plants, the small option requires two packets costing $6, while the larger option still costs $5. The larger size wins from that break-even through its 68-plant capacity.

This example demonstrates the “few dozen plants” threshold, but it is an illustration rather than a quoted retailer comparison. The calculator defaults to those disclosed figures because the evidence does not include the seed count, bulk weight and bulk price needed to calculate a real break-even for the $4.15 zinnia packet.

The threshold changes with every cultivar and package pair. A large size with only a slight unit discount may not win until much later. A heavily discounted bulk size can win earlier. Germination estimates can also shift the point at which another packet is needed.

Weight-Based Offers Need A Defensible Conversion

Count-labeled packets are straightforward: divide regular price by stated seed count. For weight-labeled packages, divide price by grams, milligrams or ounces and keep the unit consistent across both choices.

Comparing count with weight requires dependable seeds-per-gram information for the relevant cultivar and preferably the relevant lot. Seed dimensions vary among crops, cultivars and lots. A general conversion can provide an estimate, but it should not be presented as an exact count.

A University of Nebraska–Lincoln Extension guide explains that packets may state quantity by count or weight and that seed characteristics vary. It also identifies pelleting and germination as relevant buying considerations. Those differences are why product format must remain consistent.

Pelleted and untreated seed should not be compared by gram as though they were identical. The coating changes weight, handling and often price. Wildflower and lawn-style mixes require similar care because total package weight can include inert carrier.

When no trustworthy conversion exists, compare price per ounce with price per ounce rather than inventing a seed count. The result will show weight value, not exact cost per plant.

Germination Refines Value Without Guaranteeing Results

For count-labeled seed, expected viable seeds equal the stated count multiplied by the labeled germination rate. Estimated cost per viable seed is packet price divided by that expected quantity.

A packet containing 100 stated seeds with an 85% labeled germination rate represents an estimated 85 viable seeds. At $5, that is approximately 5.9 cents per expected viable seed.

The figure is an estimate. Storage, seed age, moisture, sowing depth, growing medium, watering, disease and the growing environment all affect actual results. The label rate improves the comparison between otherwise similar products; it does not promise a precise number of transplants.

Surplus seed also has value only when it will be used or stored successfully. A 200-seed package is not automatically better than a 50-seed packet for a garden that needs 12 plants. Conversely, seed saved under suitable cool, dry conditions may reduce a later order, making a larger size more useful than the first season’s plant count suggests.

Tariffs Explain Pressure, Not A Product-Level Result

Andrea Tursini of High Mowing Organic Seeds was quoted as saying the company began receiving tariff charges in summer 2025 and expected customers to see some resulting increases in its 2026 catalog. The examples cited were a 15% tariff on tomato seed imported from the Netherlands and a 39% tariff on broccoli seed imported from Switzerland.

Those figures document cost pressure. They do not reveal how any particular seller responded. A company can raise prices, reduce quantities, change formats, absorb part of the cost or combine those approaches. A dated comparison of the same product is still required.

A larger size also does not literally remove a tariff. It can offset the retail effect for the buyer when its lower unit cost leaves the planned order equal to or cheaper than buying enough small packets. That claim must be tested with actual package prices and quantities, not inferred from the tariff percentage.

Current 2027 Listings Are A Baseline, Not A History

The Botanical Interests 2027 new-variety collection currently lists 50 products with visible prices from $2.69 to $7.49. That makes current pricing checkable, but a collection of different varieties at different prices cannot establish shrinkflation.

A historical claim needs the same company, cultivar, SKU, format and quantity basis in both years. Current pages become useful evidence when paired with an older packet, catalog page, receipt or archived listing for the same product.

For each comparison, preserve the regular list price, stated count or weight, SKU, packet format, packed-for year, lot number when available, germination rate and whether the price was promotional. Photograph both sides of the packet. Record shipping and discounts separately.

If the dispute concerns actual contents, count multiple unopened packets from the same SKU and lot. Report the number sampled, printed minimum, individual counts, mean, range, lot and counting method. One unusually full or sparse packet cannot establish a typical quantity.

The evidence presently supports a narrower verdict than the broad shrinkflation claim: same-weight seed prices have risen by approximately 11% and 18% in two documented examples, while lower printed minimums have been reported anecdotally elsewhere. For an individual order, the decisive calculation remains how many comparable seeds—or estimated viable seeds—each dollar buys, followed by how many packages are required for the planned number of plants.
